UAE e-invoicing for healthcare
Healthcare billing splits between patients and insurers, and only one of those is currently in scope.
What breaks in this sector
Standard invoices are the easy part. These are the transactions that fail during testing, and they fail late because test cycles start with the simple cases.
- Patient billing is outside the system for now
- Business-to-consumer transactions are not subject to the Electronic Invoicing System until the Minister issues a decision bringing them in. Your patient billing is unaffected today.
- Insurer billing is business-to-business
- Claims raised against insurance companies and corporate schemes are business transactions and are in scope.
- Resubmissions and partial approvals
- A claim rejected, reduced or partly approved produces adjustments. Establish which of these require an electronic credit note and which are handled before an invoice exists at all.
- Exempt and zero-rated supplies
- Healthcare services carry particular VAT treatment. Confirm with a licensed tax adviser how each of your service lines is treated before mapping tax codes.
- Volume
- Claim-level billing generates a high document count. Per-document pricing behaves very differently from a flat platform fee at that volume.
- Two systems, one obligation
- Many providers run a clinical or claims system alongside a finance system. Decide which one is the source of the invoice.
What to do about it
Pull three real examples of each situation above out of your system and put them in front of any provider you are evaluating. Ask them to walk through exactly how each one is represented and validated. An hour of that tells you more than a month of feature comparisons.
Keep those examples. They become your test pack during implementation, and later your evidence that you checked.
